Development Gateway: An IREX Venture (DG) is an international non-profit organization with team members based in more than 10 countries worldwide. For over 20 years, DG has researched data ecosystems, built digital tools to support those data ecosystems, and advised on data strategy and digital transformation to strengthen decision-making, transparency, and service delivery. DG has expertise in deploying digital tools in agriculture, health, aid management, data & data strategy, extractives, information management systems, open contracting & procurement, and beyond. We support a variety of partners in over seventy countries around the globe to better collect, analyze, visualize, and use data by building digital tools, creating strong incentive structures and processes, and providing training and support.

Program Information

Development Gateway and IREX, with support from the Bill & Melinda Gates Foundation, are implementing a joint initiative which will result in evidence and models for effective, survivor-centered, and scalable responses to technology-facilitated gender-based violence (TFGBV). The National Models for Women's Safety Online (NMWSO) initiative will operate in Kenya and the Philippines. The goal of the project is to expand learning and evidence around what policy, regulatory, and technology approaches could work to address TFGBV to create an action-oriented agenda to curb TFGBV and empower women’s digital inclusion, and participation in technology and leadership.

Responsibilities:

The consultant will be responsible for leading all aspects of this work in the Philippines, with support from DG’s international team of experts.

Use existing methodologies to conduct a landscape assessment of TFGBV in the Philippines, including analyzing the existing regulatory environment, identifying key private sector actors and social media platforms, commonly faced threats to women and girls, and specific contextual challenges.

Build relationships with government entities that have responsibility for regulating and overseeing digital platforms, addressing gender-based violence, preserving data privacy, and other related functions..

Design and execute advocacy strategies to promote regulatory and policy changes to enhance protections against TFGBV in the Philippines.

Advise government stakeholders in the Philippines on the process for adapting existing international regulatory approaches (e.g. from Australia) to TFGBV to the Philippines, identifying relevant ministries, oversight bodies, departments, and implementable aspects of the law.

Raise awareness about technology-facilitated gender-based violence, promote safety by design principles, and organize convenings between private sector, public sector, and regulators.

Engage private sector companies on their own efforts to combat TFGBV, for example through incorporation of safety-by-design features in platform development.

Support the compilation and dissemination of online safety tools and resources for women relevant to the Philippine context.

Convene learning events and meetings to highlight program impact and resources developed with cross-sectoral and cross-national audiences.

Regular communication with the project team and the funder as needed; responsible for providing inputs for reporting and other administrative tasks as needed.

Qualifications

Minimum 7 years of relevant professional experience in government engagement, technology development, or digital governance, with at least 2 years of experience in issues of gender-based violence, internet safety, or related fields.

Preferred experience in advocacy, research, or programming related to TFGBV, with a demonstrated understanding of regulatory frameworks and private-sector engagement.

Expertise in research and data analysis particularly in digital development, gender-based violence (especially TFGBV), or related areas, including proficiency in sourcing, interpreting, and analyzing both quantitative and qualitative data.

Strong interpersonal, communication, and relationship-building skills with demonstrated success in multicultural environments and effective collaboration with diverse stakeholders, especially government and private sector.

Flexibility and adaptability with a strong ability to manage workloads independently and in team settings, and to respond effectively to emerging challenges.

Excellent writing skills, especially experience creating accessible policy briefs for government audiences

Fluency in English and Filipino

Potential for domestic or international travel (no more than 15%)


Position details:

This position will be full time for 18 months, with an expected start date of October 1.

This position will be based in Manila, Philippines. The consultant will not have a dedicated office space, and will be expected to attend in person meetings in Manila as needed.

This position will be contracted with on a consultancy basis, which does not include benefits, but offers competitive hourly pay. The projected hourly consulting rate for this position is $30-35, based on location and experience level.
